Turns out all I had to do was run the msi version of the installer hidden in the vpnclient*.exe which is just a WinZip archive that can easily be extracted. The Cisco VPN client I use for work must be highly incompatible with Windows 10, or it's corrupt, or both. Telnet/Ping does not work.
